Vacancy Description

The Board helps guide the Department strategically and provides challenge and advice to the Chief Executive and executive team on their implementation of the strategy and the department’s business plan and performance against that plan.

Non-Executive Directors report directly to the HMRC Lead Non-Executive Director who is responsible for leading and directing the Non-Executive Director cadre. Non-Executive Directors use their skills and personal experience to contribute to the work of the HMRC Board.

They support the Chief Executive and Board members in their leadership of the Department. Non-Executive Directors exercise their role through influence, scrutiny, challenge and advice about the implications of policy, delivery and transformation proposals. They also challenge the Department on progress against the business plan.

General Non-Executive responsibilities:

give advice on the operational/delivery implications of policy proposals underpinned by consideration from an independent standpoint, which informs the Department’s decision-making process;
provide independent support, guidance and challenge on the progress and implementation of the business plan;
provide management advice to the Executive, as needed;
together with the Lead Non-Executive and other Non-Executive members of the Board, provide a scrutiny and challenge role to hold the Chief Executive and senior executives to account for the delivery of HMRC’s strategy and for the Department’s performance in meeting the targets set by Ministers;
be involved in the recruitment and appraisal of senior executives, and succession planning appropriate within the principles set out by the Civil Service Commission;
attend occasional government-wide meetings for non-executives from time to time to share best practice and to ensure HMRC learns from the successes and failures of comparable organisations; and
meet regularly with HMRC’s Lead Non-Executive Director to reflect on their role, review their performance and evaluate arrangements in the Department.

Specific duties and expectations (Technology):

The Non-Executive Director (Technology) will act as a sounding board to the Chief Executive, Deputy Chief Executive and the Chief Digital and Information Officer. They will support and challenge the relevant Director General in specific business areas. He or she will support, scrutinise and challenge:

the overall strategy for technology and how it aligns with the overall ambition of HMRC for example processes;
the development of plans to address legacy systems;
development of a digital/customer roadmap laying out how HMRC will interact with their customers;
the prioritisation of digital improvement projects to improve organisational efficiency;
IT procurement strategy and operating model (insource/outsource);
ongoing improvement of HMRC’s digital and physical security;
data strategy and plans to ensure effective use of data and adherence to GDPR;
the effectiveness of plans and programme management arrangements, ensuring these deliver to time, cost and quality.

Person Specification

The Non-Executive Director (Technology) should demonstrate the following criteria:

A proven track record of successfully leading a large-scale IT and/or digital transformation programme;
Current broad digital/ technology expertise- in particular in Artificial Intelligence and Cloud Transformation;
An understanding of the balance of methodologies, including agile and more traditional ways of working;
Evidence of highly developed interpersonal and influencing skills able to build strong relationships with a wide range of internal and external stakeholders at senior levels;
Recent experience in successfully delivering a dynamic, high quality service in a large and complex, customer facing organisation;
An understanding of the complexity and challenges of implementing and transforming a large-scale IT Estate ranging from ‘state of the art’ platforms to 40-year-old legacy systems; and
Strong corporate and leadership experience.
