About the appointment

Introduction

HM Prison and Probation Service (HMPPS) is looking for diverse professionals from academia, private, public and third sectors to join our new Professional Standards External Advisory Board (PSEAB). We are recruiting a Co-Chair and up to seven members to support and challenge HMPPS in driving meaningful change in the Criminal Justice System.
The Board will help uphold professional standards, address discrimination, and reduce disparities for prisoners, people on probation, children in custody and HMPPS staff.
Applicants should bring professional expertise and lived or learned experience of disparities in criminal justice. We welcome applications from as diverse a group of professionals as possible.

Appointment description

  • Act as a critical friend to HMPPS providing expert opinion and constructive comment to improve professional standards and behaviour;
  • Provide recommendations to service and policy owners to ensure design and implementation plans do not disproportionately impact any groups;
  • Use collective voice to influence change with the Agency;
  • Host or attend roundtable discussions to support implementation and design activity;
  • Attend prison, probation and youth custody locations to test or observe the delivery of services, policies or interventions;
  • Horizon scan and alert HMPPS to issues which compromise the professional behaviours and standards of the HMPPS workforce;
  • Engage in the response to relevant Inspectorate reports (e.g. the HMIP Thematic Review – The Experiences of Adult Black Male Prisoners and Black Prison Staff, Probation Race Thematic);
  • Meet with the Directors General of HMPPS annually to report on how the Board has influenced change across HMPPS and provide insight on the ongoing challenges within the Agency;
  • On occasion, there may be a need for subgroups of the board to meet separately to discuss specific areas of concern;
  • Board members are expected to attend meetings, training sessions and other events as deemed appropriate and
  • Board members may be asked to join or lead committees, in line with their areas of expertise.

Board composition

The HMPPS Professional Standards External Advisory Board (PSEAB) is a new board. There will be two co-chairs: one external appointee and the HMPPS Deputy Director for Professional Standards and Behaviour. Up to seven external members will also be appointed.

Person specification

Essential criteria

  • Commitment to the purpose and vision of HMPPS;
  • Expertise, insight or lived experience related to professional standards, behavioural interventions and/or equality, diversity and inclusion;
  • Sound independent judgement;
  • Ability to work creatively and innovatively;
  • Ability to work effectively as a chair of the Board, alongside internal members and other external members and
  • Understanding of complex public sector organisations and how they work
